Six candidates have been selected to compete for two positions on the 2023-2024 Board of Regents. The board sets standards to promote professionalism and to ensure the reputation of the CFE credential.
“Please support your colleagues by voting for your preferred candidates for the Board of Regents,” says Bruce Dorris, J.D., CFE, CPA, president and CEO of the ACFE. “The Regents play a vital role at the ACFE by promoting professionalism in our field of work.”
Beginning Nov. 1 and ending Nov. 30, CFEs will be able to vote online at ACFE.com/BORvoting for their selections to replace retiring Board of Regents members, Alexandra Sagaro, CFE, and Hannibal “Mike” Ware, CFE. The newly elected Regents will be installed in February 2023 and will each serve two-year terms.
Chief, Medicaid Program Integrity
Kelly Bennett, CFE, has worked at the Florida Agency for Health Care Administration since 2001 and has served in several roles, including as a senior attorney within the Medicaid Division of the Office of the General Counsel, the assistant bureau chief for the Bureau of Medicaid Program Integrity, and the agency’s Medicaid fraud liaison. She is currently the chief of Medicaid Program Integrity, where she’s served since July of 2014. Bennett is currently the president for the National Association for Medicaid Program Integrity and is an active participant in training and collaboration initiatives with the National Health Care Anti-Fraud Association.
Bennett is graduate of the University of Tampa and Florida State University College of Law. She has been a member of the Florida Bar since 1997 and is an Accredited Health Care Fraud Investigator (AHFI).
Chief Operating Officer
Procurement Integrity Consulting Services
Thomas A. Caulfield, CFE, has spent over 40 years working in the public and private sectors. He retired from federal service in 2015 as a senior executive and co-founded Procurement Integrity Consulting Services, a global anti-corruption consulting firm. Clients include the United Nations, Basel Institute of Governance and various anti-corruption authorities in Africa, Asia and the United Kingdom. His firm has assisted U.S. clients with establishing anti-fraud procurement protocols, enhancing procurement policy compliance, reviewing ethics and compliance programs, and training.
Caulfield’s government service includes the U.S. Marine Corps (retired), the CIA, and the Council of the Inspectors General on Integrity and Efficiency. He has been a chief learning officer, inspector general for investigation, procurement integrity officer, polygraph examiner and criminal investigator. Caulfield temporarily returned to federal service during the COVID-19 pandemic to build the Special Inspector General for Pandemic Recovery’s Office of Investigations.
Caulfield has published and co-published articles related to anti-corruption and is the recipient of the 2022 ACFE James R. Baker Speaker of the Year Award. He is a Certified Inspector General (CIG) and a Certified Inspector General Investigator (CIGI).
Head of Division, Anti-Fraud, Ethics & Integrity
Social Security Organization (SOCSO)
Hasnol Mohamed Hussein, CFE, works at Malaysia’s Social Security Organization (SOCSO), where he primarily manages fraud investigations relating to social security benefit claims and ethics and integrity issues for internal and external stakeholders. Hussein also leads a team in monitoring, supervising and performing big data mining and surveillance of COVID-19 pandemic government funds to ensure that the funds for active labor market initiatives are being used according to approved policies. Active labor market initiatives protect and promote employment for workers and businesses affected by the pandemic.
Prior to SOCSO, Hussein gained vast experience managing fraud, corruption, bribery, and abuse of power investigations in the telecommunications and insurance industries. Hussein also served as vice president/director of the ACFE’s Malaysia Chapter #112 from 2007 to 2009. Hussein holds a Master in Forensic Accounting & Financial Criminology (MFAcc).
Principal
Windham Brannon, LLC
Natalie S. Lewis, CFE, is a principal at consulting firm Windham Brannon, LLC, where she leads the forensic and litigation support services practice. Throughout her career, Lewis has conducted fraud investigations for companies of all sizes, ranging from small closely held businesses to Fortune 50 companies and government entities. Her investigations have spanned the globe and include various internal investigations, embezzlement, Ponzi schemes, the Foreign Corrupt Practices Act (FCPA) and asset misappropriation.
Lewis has been actively involved with the ACFE for 10 years and is a member of its Georgia Chapter. She received the AICPA’s Standing Ovation award in 2019 for her work in forensic accounting and regularly speaks on timely topics in forensic accounting and fraud investigations at universities, law firms and conferences. She has been published in Fraud Magazine and the Journal of Accountancy.
Lewis holds a Bachelor of Business Administration from the University of Georgia and an MBA from Brenau University.
Director of Ethics, Compliance, Investigations and Security
Bunge Ltd
Dave P. Mills, CFE, is the director of ethics, compliance, investigations and security for agribusiness company Bunge Ltd., where he is responsible for internal fraud detection and auditing, computing forensics, risk assessment, third-party due diligence and project management.
Before joining Bunge, Mills spent 15 years with the Boeing Company in the ethics and business conduct division, where he directed global teams conducting sensitive and high-profile investigations. Mills has created and maintained investigative and compliance policies, processes and monitoring tools. He’s established root cause analysis tools and program assessment tools, led risk assessment programs and developed ethics and compliance training programs.
Before joining the corporate world, Mills spent 15 years in law enforcement with a major metropolitan police department. He’s an Army veteran with a bachelor’s degree in business management. Mills is also a Certified Compliance and Ethics Professional (CCEP), Certified Controls Specialist (CCS) and Professional Certified Investigator (PCI). He has also served on the board for the St. Louis ACFE chapter.
Managing Director
Canvass Research and Investigations
Harjit S. Sandhu, CFE, has four decades of hands-on experience managing fraud and other investigations. As the managing director of consulting firm Canvass Research and Investigations, Sandhu protects his clients’ integrity and reputation with high-quality investigations and research reports.
Sandhu began his career in the federal police of India, where he served as chief of police in two districts. During that time, he also acted as chief of an anti-corruption branch in the Central Bureau of Investigation and deputy inspector general.
Sandhu has worked with Interpol’s Economic and Financial Crimes Directorate, the U.N. Security Council’s five Panels of Experts monitoring sanctions, U.N.-International Tribunals, and the U.N.-World Food Programme, where he retired as chief investigations officer in January 2021.
Sandhu was an independent expert for the U.N. Counter-Terrorism Committee, the U.N. Office on Drugs and Crime, the Organisation for Security and Cooperation in Europe, the Serious Organised Crime Agency and the Commonwealth Secretariat. He has assisted organizations in capacity building and preparing training manuals and is currently on the advisory boards of many of these organizations. Sandhu holds an MBA and a Bachelor of Laws (LLB).
