James R. Baker, CFE

Jim Baker is a Lieutenant supervising the Criminal Investigative Division of the Royse City, Texas Police Department. He is responsible for all investigations in this small, but rapidly growing Dallas suburb. For the preceding 12 years, Mr. Baker was President of Baker Technologies Incorporated, in Rowlett, Texas. His firm provided fraud examination, private investigation, consulting and expert witness services. Prior to establishing his own firm, he was Corporate Director of Security for Sunbelt Savings of Texas, where he established a security department that provided security services for 150 branches and corporate offices with 2,000 employees. He was responsible for over 2,500 fraud investigations, ranging from a few dollars to losses amounting to millions of dollars. Included in these investigations was the preparation of criminal referrals that assisted in the conviction of numerous individuals prosecuted by the Federal Savings and Loan Task Force. Among those individuals successfully prosecuted were the CEO’s of three institutions.

Prior to joining Sunbelt Savings, Mr. Baker was the Director of the Victim/Witness Division of the Dallas County District Attorney’s Office. In that position he supervised a staff of investigators responsible for locating missing witnesses, as well as assisting Chief Felony Prosecutors in major case preparation. He came to the District Attorney’s Office from the Dallas Police Department where he participated in 300 homicide investigations as an Investigator in the Homicide and Robbery Division. He also served the department as a Sergeant in the Southeast Patrol Division.

Mr. Baker graduated from Northeast Louisiana University, now known as the University of Louisiana at Monroe, with a Bachelor of Arts Degree in Law Enforcement. He is a Certified Fraud Examiner and an adjunct faculty member of the Association of Certified Fraud Examiners. He is also a member of the American Society for Industrial Security.
